Every initiative for the use of a nuclear device or construction of a nuclear facility requires a decommissioning plan. To endorse the importance of the decommissioning plan, the national regulator (ANVS) has made it a mandatory part of the application for a license under the Nuclear Energy Act. Based on the decommissioning plan, the initiator needs to provide a financial guarantee for the expected costs of the future decommissioning. This makes the decommissioning plan an important document for the necessary financing of the project.

 

A decommissioning plan focuses on the safe removal of the radioactive material that arose during the operation of the equipment or facilities. This includes the activated material and possible contaminations in the relevant areas. By already thinking about the future dismantling in the design stage of the installation, a lot of work and (reserved) money can be saved in the future.

Composing a decommissioningsplan

Yellow project management managed the first completed green field decommissioning in The Netherlands. After this several more decommissioning projects and studies were performed.  Another research reactor, a nuclear material laboratorium, power plants and a cyclotron. One of the cost drivers of a decommissioning is the nuclear waste stream. Due to the previous projects, we are experienced in minimizing the amount of nuclear waste by applying smart separation methods and to optimize the load of the nuclear waste containers.

Our hands on experience results in a practical and efficient decommissioning plan. Decommissioning plans can be divided in two categories, first a new to build as a part of a license application and second an existing situation for a financial reservation or actual decommissioning. In the first category we can advise to optimize the installation for future decommissioning and reducing costs. The second category is a given situation and in that case our goal is to minimize the impact of the decommissioning.

No way back

After the start, a decommissioning process must continue. During decommissioning shielded parts are exposed and provisional shielding and ventilation will be equipped. Those temporary situations can be controlled for a short period but must be temporary from an ALARA prospective. An important aspect of our decommissioning plan is mapping out all stakeholders to avoid situations during execution.

Demolition

Yellow project management also assists in the complete preparation for the demolition of buildings and factories (possibly with NORM material). We supervise the necessary investigations such as asbestos, soil and ecology, draw up the demolition and remediation contract, arrange the contracting of a contractor and supervise the execution. The final result is green pasture or land ready for building for new developments.
